Committee forwards $375,000 CDC planning grant to Board to shape local HIV strategy

The Budget & Finance Committee voted Jan. 22 to forward to the Board of Supervisors a resolution retroactively authorizing the Department of Public Health to accept and expand a $375,000 CDC grant for a one-year planning process to develop San Francisco’s plan to end the HIV epidemic.
Hannah Yord, HIV, hepatitis C and STD behavioral health coordinator in DPH’s Community Health Equity and Promotion Branch, said the planning grant will develop a comprehensive plan with a racial and social justice lens and will engage community-based, clinical, research and educational stakeholders. DPH staff said the planning process will target Black/African American, Latino/Latinx, trans women, people who use drugs, and people experiencing homelessness and will include community engagement funds and stipends for community participants.
Yord said this $375,000 is a planning grant only; larger implementation funding through HRSA and anticipated CDC implementation grants would support service delivery. Supervisor Rafael Mandelman noted the city is restructuring approximately $8,000,000 in HIV prevention funding through an upcoming RFP to reach community-based organizations closer to impacted communities.
Chair Sandra Lee Feuer moved the CDC planning grant to the Board with a positive recommendation; motion passed without objection.
