Budget Committee approves amended refunding resolution and debt-policy updates, sends measures to full Board

The Budget and Finance Committee voted to send to the full Board of Supervisors an amended refunding resolution and related ordinance that would authorize up to $1.48 billion in general obligation refunding bonds, with an initial series not to exceed $255 million.
Office of Public Finance staff said the authorization allows the city to refinance outstanding bond series when market conditions permit. Luke Brewer said the authority covers roughly $1.4 billion of potentially refundable bonds over the next five years and that the proposed initial sale is sized to capture $233 million of refunding opportunity that begins to mature in March 2020. Staff estimated gross taxpayer savings of about $31.64 million and net present-value savings near $26.8 million, comfortably above the 3% threshold required by the resolution.
Separately, the committee considered proposed updates to the city’s debt policy driven by recent SEC guidance. Anna Vandegna of the Controller’s Office described changes to Appendix I to refine municipal disclosure procedures, require consultation on negotiated sales for complex financings, and schedule disclosure training for Board members.
The Budget Legislative Analyst recommended non-substantive clarifying amendments to both the refunding and debt-policy items that would preserve the bond terms while tightening language about when departments may change the debt policy without returning to the Board. Chair Sandra Lee Feuer moved to adopt the OPF and BLA amendments; the committee approved and forwarded Items 1–3 with a positive recommendation.
If the Board approves the measures, OPF said it plans a first reading and appropriation on the Board calendar next week, with a sale and closing in March–April to meet refunding call dates in mid-June 2020.
