Committee continues amendment to Community Living Fund grant for further review

The Budget & Finance Committee took up a proposed second amendment to the grant agreement between the Human Services Agency and the Institute on Aging (IOA) to increase the Community Living Fund (CLF) by approximately $815,000 for a total not to exceed $11,600,000 and to continue the grant term through June 30, 2021.
Fanny Lapitan of the Department of Disability and Aging Services described the amendment as targeted to augment the program’s purchase-of-services component, increase capacity to serve clients awaiting purchases, and provide a small amount of funding for procurement software and equipment. She said IOA operates CLF after a competitive solicitation in October 2018 and that the fund serves San Francisco residents 18 and older with incomes up to 300% of the federal poverty level.
The Budget Analyst’s Office recommended approval but asked for legislation clarifications to reflect prior administrative increases; the analyst stated the total increase should be changed to $1,076,557 from the currently stated figure to incorporate prior non-board increases. Chair Sandra Lee Feuer said the amendment is substantive and moved to rescind the prior vote and continue the item to the next Budget & Finance Committee meeting for further review. The item was continued as amended without objection.
