Committee amends budget guidance to add LAFCO funding and files budget hearing

Staff outlined an $18.2 million departmental baseline, salary and benefit pressures, small staffing and licensing adjustments, and several items to be returned in February with detailed cost estimates.
Calvillo and Laksamana explained the Clerk's office requested baseline adjustments for overtime and a reclassification of a senior clerk typist position, Salesforce license increases and a potential reclassification for the chief information officer to improve recruitment. They also described the budget‑legislative analyst COLA request and youth commission position adjustments.
Chair Feuer proposed — and the committee supported — an amendment to the budget guidance to increase general fund support for LAFCO by $486,349 to restore an FTE for an executive‑level staffer and fund consultant work, including analyses related to a municipal public bank and an expanded gig worker survey. LAFCO Executive Officer Brian Goble described the commission’s expanded workload, referenced a recently completed CleanPowerSF equity study and said he had raised about $300,000 in private funds to support a representative gig worker survey.
Supervisor Rafael Mandelmann asked for additional briefing to understand whether LAFCO is the right home for certain policy functions; Goble and staff offered to provide more detail. Chair Feuer moved to amend the budget guidelines as proposed and to file the hearing; the committee agreed without objection.
