Treasurer seeks Board approval for timeshare‑only tax auction to clear delinquent accounts

Molly Cohen of the Office of the Treasurer and Tax Collector told the Budget and Finance Committee the office is seeking approval to offer 165 tax‑defaulted timeshare parcels at a May auction. Cohen said the new list replaces a larger group of 429 parcels and focuses solely on timeshares because timeshares are fractional ownership interests with a distinct secondary market and do not displace housing; buyers are typically commercial operators or homeowners associations.
Cohen explained many timeshare owners stop paying maintenance or ownership fees (sometimes marketed to retirees), which can lead to tax delinquency and, in some cases, owners' deaths that leave estates uninterested in maintaining parcels. The office said a timeshare‑only auction has precedent: in 2019 it sold 187 of 213 timeshares offered in a reoffer auction and removed them from the defaulted roll.
The committee approved the motion to move the item to the Board with a positive recommendation. Chair Feuer asked staff to explore whether additional ordinances could address timeshare owner liabilities and to consult with the City Attorney.
