Committee advances West Side planning grant to build affordable-housing capacity

The Budget Committee advanced a capacity-building planning grant aimed at helping nonprofit sponsors acquire and preserve permanently affordable rental buildings on San Francisco’s West Side.
Supervisor (chair) introduced the item and credited Assemblymember Phil Ting and local staff for securing the funds to grow West Side organizational capacity. A representative from the Mayor’s Office of Housing and Community Development said the small-sites NOFA that included these capacity grants was released on Sept. 13; applications were due Nov. 1; a proposal review panel completed its work and the city expected to notify grantees the week of Dec. 16. The office said it will enter into grant agreements and begin work in January 2020 under a one-year term.
Supporters said the grant responds to long-term losses of rent‑controlled units on the West Side and seeks to expand the nonprofits that can pursue acquisition and permanent affordability there. There was no public comment opposed to the motion. The committee approved the item as a committee report and moved it to the full Board with a positive recommendation.
The committee’s action was procedural; the actual award amounts and grantee names will be determined through the MOHCD grant agreement process. MOHCD returns to the Board with award details and any appropriations as required.
