Committee forwards Ryan White Part A application seeking $16.1M for HIV services in EMA

The Budget & Finance Committee on Oct. 16 forwarded a resolution authorizing the Department of Public Health to apply for Ryan White Part A funding (Health Resources and Services Administration) requesting $16,100,000 for the San Francisco eligible metropolitan area for the period March 1, 2020 through Feb. 28, 2021.
Dean Goodwin, assistant director of HIV Health Services, explained the application amount reflects the current award plus the allowable 5% increase. He said about 10% of the award is retained for administrative costs and that San Francisco receives roughly 88% of the funds distributed to the three‑county EMA, based on regional caseload distribution. Goodwin noted the funding supports a broad array of services, including primary care, dental, legal services, case management, home health and transitional housing, and that the Ryan White Part A funds represent approximately 43% of the HIV health services programmatic budget of about $37,000,000.
No BLA report or public comment was recorded; the committee moved the item to the full Board with a positive recommendation.
Next steps: DPH will proceed with the Ryan White Part A application; the Board will consider the authorization at its Oct. 22 meeting.
