The Budget & Finance Committee on Oct. 16 heard from Rosanna Russell of the San Francisco Public Utilities Commission about a memorandum of agreement (MOA) with the City of Mountain View that would replace outdated rent‑free revocable permits with up to eight new revocable licenses. Each license would have an initial 10‑year term and two automatic five‑year extensions, for a potential 20‑year term.
Under the MOA Mountain View would grant nine permanent subsurface easements at no cost for street crossings where PUC pipelines run, maintain a vacant PUC parcel until it is re‑licensed, remove 29 trees identified as pipeline hazards and reimburse the PUC for property taxes the PUC pays for parcels Mountain View uses. Russell said the MOA was negotiated over more than three years and the PUC recommends the Board waive appraisal requirements in San Francisco Administrative Code section 23.3 for this transaction because of the substantial nonmonetary consideration.
Supervisors sought clarification about which parcels include tax reimbursements and asked for more detailed fiscal information; Russell said staff could provide tax‑payment figures and agreed to return with additional analysis. Committee members characterized the MOA as largely an agreement of convenience with unclear close‑term monetary benefit but accepted moving the item to the Board with a positive recommendation, asking staff for more in‑depth fiscal reporting.
Next steps: The MOA will be transmitted to the Board; staff committed to provide the fiscal clarifications requested by supervisors.
