Committee forwards $1.2 million EPA remediation grant for India Basin Waterfront project

On Sept. 11, 2019 the Budget and Finance Committee agreed to forward to the Board of Supervisors a request by Recreation and Parks to enter into an agreement with the U.S. Environmental Protection Agency for a $1.2 million remediation grant supporting the India Basin Waterfront Project.
Antonio Guerra, capital finance manager for Recreation and Parks, said the grant will support site demolition, removal of abandoned marine structures and remediation of soils and sediments with elevated concentrations of chemicals, pursuant to an approved remedial action plan. Guerra said the funding was appropriated through the FY2018–19 federal budget and that legal counsel informed the department that grant agreements valued above $1 million required Board contract approval; consequently, the department sought retroactive approval so work could proceed. The committee moved the item to the full Board with a positive recommendation.
Why it matters: The EPA remediation funds would help prepare the India Basin waterfront site for construction and park development; forwarding the grant to the Board will allow Recreation and Parks to proceed with contract approvals and remediation work pending Board action.
