Budget committee advances SFO retail leases and luggage cart contract

The Budget & Finance Committee on Sept. 18 moved two airport concession items to the full Board with positive recommendations: a Terminal 1 retail lease to Emporio Rulli (operating as GR Chocolate Boutique) and a luggage‑cart concession with Smart Cart.
Kathy Weidner of the San Francisco International Airport said Emporio Rulli was the only qualified respondent to the RFP for a chocolate concession in Terminal 1 and that the proposed lease includes a seven‑year term with two one‑year options and a first‑year minimum annual guarantee of $150,000. The BLA reviewed scoring and recommended approval.
On the luggage cart item, Weidner said Smart Cart will provide both rental and free carts, with a self‑service rental price of $6 per cart and a minimum annual guarantee of $975,000; the airport will pay to provide free carts in the international customs area and the submitted lease structures net payments and service fees to cap airport exposure. The BLA summarized lease economics and recommended approval. Several supervisors raised concerns about the $6 rental fee for passengers, but the committee forwarded the lease to the full Board with a positive recommendation.
Both items will be considered by the full Board of Supervisors for final approval.
