Committee pauses technology‑marketplace contract increases for more review

The Budget & Finance Committee on Sept. 18 continued two proposed OCA amendments that would increase not‑to‑exceed amounts on city technology‑marketplace contracts, citing the need for more information on outcomes for micro‑LBEs and updated spending projections.
Paul Cheng of the Office of Contract Administration explained the technology marketplace as a prequalified pool of IT suppliers and said the proposed increases are based on actual spending over the first six months extrapolated to an 18‑month period. The amendments would increase CC Technologies from $20,000,000 to $23,000,000 and Extech JV from $20,000,000 to $44,000,000 for the remainder of the marketplace term.
The Budget Analyst presented spend‑rate data showing higher than anticipated usage and recommended the temporary increases to provide transparency and oversight through June 2020. Several supervisors expressed concern that the original January discussions about micro‑LBEs and equitable access had not been followed up with measurable outcomes. The chair moved to continue the items to the next Budget & Finance Committee meeting to allow further review and department outreach; the committee took the continuation without objection.
