Sheriff Reaches Tentative Deal with BLA on Civilianization, Agrees to $250K CBO Reduction

Budget and Finance members reviewed the Sheriff’s FY2020 budget request including plans to civilianize positions to reduce overtime reliance and expand reentry and pretrial services. The BLA recommended smaller, staged civilianization (fewer positions in year one) and questioned the department’s capacity to hire quickly. Sheriff Hennessy argued civilianization would lower overtime and improve staffing mix; he proposed carrying forward $232,000 in unspent funds and working with the BLA to identify the remainder.
After extended discussion the Sheriff said his office could identify about $250,000 in reductions to its CBO (community-based organization) line and agreed to continue negotiations with the BLA immediately with the goal of resolving the outstanding issues during the day. The committee asked for a joint department-BLA proposal to be ready for the afternoon session; the controller noted the committee’s intention to set agreements when fiscal numbers are reconciled.
