Budget hearing roundup: planning, library, DBI, rent board and other departments outline FY20 requests

On June 14 the Budget & Finance Committee heard a sequence of departmental budget presentations that together preview the mayor's FY20–21 spending plan and highlight operational challenges across city services.
City Planning Director John Rah said permit volumes appear to be leveling off, proposed general-fund support rises because of labor contract costs and a move to new offices, and the department has 18 funded vacancies; he emphasized a near-term publication on family-friendly design and a proposed general-plan amendment. "We've been able to cut our approval time for affordable housing projects in half … from 180 days to 92 days," Rah said.
Library leadership described branch investments, technology and a proposal to eliminate overdue fines (an estimated $300,000 revenue reduction) and noted 46 FTE vacancies. The Rent Board reported workload increases driven by the soft-story seismic retrofit program and owner-move-in and buyout legislation; the Rent Board said it is fee-funded and requested a partial new supervisor position.
The Department of Building Inspection said it is enterprise-funded, reported 28 vacant positions (some older and some actively being filled), and previewed one-time move costs for new offices and a permit-center investment. Treasury staff described modernization and the handling of new tax programs (homelessness and commercial-rent taxes) and reported substantial portfolio and collections activity.
Across departments supervisors repeatedly questioned vacancy durations and hiring feasibility. Several presenters (HSH, DBI, parks) said they are actively working to fill positions but face recruitment and attrition pressures.
