Committee approves forward of overtime re-appropriation ordinance for Fire, SFPUC and Sheriff

SAN FRANCISCO — The Budget and Finance Committee voted April 10 to forward to the full Board an ordinance re-appropriating $6,149,053 across the Fire Department, the San Francisco Public Utilities Commission, and the Sheriff—s Department to cover projected overtime and professional-services costs.
Kelly Kirkpatrick (Mayor—s Budget Office) said the ordinance moves existing departmental surplus salary and project funds — and some fee revenues — into overtime and professional-services lines to address unanticipated overtime needs without increasing net citywide spending. The total supplemental is roughly $6.15 million and represents a marked decline in supplemental overtime requests compared with prior years.
Dan Gonchar (BLA) reviewed department-level details: the Sheriff—s Department had salary savings (vacancies) but projected excess overtime due to training, security and an increased electronic-monitoring caseload; the fire department had higher-than-budgeted special-event and off-hours inspection activity; and the SFPUC needed overtime to maintain minimum operating staffing and respond to water and wastewater emergencies. The BLA recommended approval and noted the sheriff's component requires a two‑thirds vote by the full Board pursuant to the charter.
The committee moved the ordinance to the full Board with a positive recommendation.
