In addition to several high‑profile items, the Finance Committee moved a package of grant and lease items to the full Board with positive recommendations.
Key actions forwarded: • Treasurer: Resolution and ordinance authorizing a short‑term line of credit (up to $20,000,000) to provide unsecured loans to eligible federal employees in the event of a federal government shutdown and appropriating $20,000,000 in loan proceeds for the Treasurer & Tax Collector’s office (Amanda Fried presented). The committee extended authorization through December 2019.
• Department of Public Health: Two grant actions were advanced — a DOR vocational rehabilitation services grant (three‑year total ~$271,200; DPH provides a 21.3% county cash match) and a retroactive state HIV prevention grant (~$467,000) for public‑health campaigns, syringe access supplies and training. BLA recommended approval on both.
• MOHCD: Resolutions authorizing MOHCD to apply as the county designee for No Place Like Home funds (competitive and noncompetitive allocations) were forwarded with minor grammatical amendments requested by the state.
• OEWD: A $203,917 state grant to expand the San Francisco Small Business Development Center was advanced to expand no‑cost consulting and online training (Angel Cardoz presented).
• SFO: Three Terminal 1 food and beverage concession leases (10‑year terms with 2‑year options) were approved to be forwarded to the Board; BLA summarized expected revenues and recommended approval.
All of these items were taken with BLA recommendations where available and were moved to the full Board for final action.
