The Budget & Finance Committee recommended that the Board approve a retroactive acceptance and expenditure of an $800,000 Department of Justice Bureau of Justice Assistance grant for the San Francisco Police Department to strengthen collection, management and analysis of crime‑gun evidence.
Patrick Liang, acting chief financial officer and grants manager for SFPD, said the department received notice of the award on Oct. 1 but is seeking a retroactive resolution because the grant’s start date preceded the committee meeting. Liang noted clerical errors in the draft resolution and requested substitution of "Bureau of Justice Assistance" for incorrect references to the Bureau of Justice Statistics.
SFPD described the Crime Gun Investigation Center (CGIC) model and partner roles, including the ATF’s NIBIN and eTrace programs and coordination with the District Attorney’s Office. Department representatives said they had not yet expended grant funds and that legal reviews were completed before accepting the award. Local police officials reported year‑to‑date declines in homicide and shooting incidents and asked for committee support; the committee amended the clerical language and moved the item to the full board with a positive recommendation.
