The Budget & Finance Committee advanced to the full Board a retroactive participation agreement between the Department of Public Health Behavioral Health Services and the State Department of Health Care Services to provide organized delivery system services for substance use disorders covering the period 06/15/2017–06/30/2019.
Jim Stilwell of the Department of Public Health told the committee this form of contract has existed between the state and counties for decades, and said amendments are commonly retroactive. He described the current amendment as adding roughly $7,000,000 to pay for administrative activities, utilization review and quality management — functions that the county has been required to provide and that the new contract structure more explicitly funds. Stilwell emphasized the funding mix is entirely federal and state dollars and that the amendment does not create county financial liability.
Committee members asked how the additional funds would be used and how the amount fits into the city's overall substance use-services budget; Stilwell described utilization review and quality management activities and said the county already provides significant local funding for substance use services. Supervisor Mandelmann moved to forward the item with a positive recommendation; the committee approved the motion without objection.
