Committee backs $750,000 DOJ grant extension for Bayview domestic-violence high-risk pilot

The Budget and Finance Committee on [date not specified] recommended that the Board of Supervisors accept a $750,000 grant extension from the U.S. Department of Justice Office on Violence Against Women to continue a Bayview domestic-violence high-risk pilot.
"Our department has been awarded a $750,000 extension grant by the US Department of Justice Office of Violence Against Women to continue our Bayview ... pilot project," the program presenter said, summarizing results from the pilot's first 12 months.
The presenter described the pilot's evaluation data: 601 lethality screens were administered in the first 12 months; 55 percent of screens were positive for high risk; 4 percent of victims who spoke to a La Casa hotline advocate from the scene accessed further services; 30 percent of those who spoke to the hotline accessed emergency shelter. Staff estimated the intervention helped 54 survivors escape potentially lethal situations during the pilot.
The grant extension will fund five categories of work: direct services delivered by APA Family Support Services; staffing for the Department on the Status of Women victim-services division to serve monolingual Asian Pacific Islander and Spanish-speaking residents; a prosecutor in the district attorney's domestic-violence unit; additional SFPD Bayview and Special Victims Unit staffing hours; and a part-time grant coordinator.
Staff also told the committee the grant will support development of a smartphone app to streamline data collection and improve tracking and evaluation, and expanded outreach to monolingual API and Spanish-speaking communities with partners including APA Family Support Services, La Casa de las Madres and the California Policy Lab.
Supervisor questions focused on whether the award could support education about gun-violence restraining orders. The presenter said gun-related domestic violence has increased and that public education about gun-violence restraining orders would be "part of this effort".
The committee moved the item to the full Board with a positive recommendation. Public comment was not offered on this item.
