The San Francisco Board of Supervisors’ Budget & Finance Committee on Wednesday voted to send a group of financing and grant measures to the full Board with positive recommendations.
The committee approved a retroactive Department of Public Health grant of $800,000 to expand an early‑psychosis intervention program known as “Beamed Up.” Marlo Simmons, deputy director for behavioral health at DPH, said the grant would strengthen outreach and enrollment and track outcomes including symptom measures, family experience and reductions in hospitalization, incarceration and housing instability. "The earlier you intervene and the more effectively you intervene, you can really change someone's life trajectory," Simmons said.
The committee also approved a conduit bond authorization for 2060 Folsom Street to finance a 127‑unit, 100‑percent affordable development including 29 units for transitional‑age youth and ground‑floor community space. Benjamin McCloskey of the Mayor’s Office of Housing and Community Development said the bond issuance would not pledge City funds and construction is expected to begin in December.
Separately, the committee endorsed TEFRA‑style approvals for tax‑exempt financings that would enable the California Institute of Integral Studies and California College of the Arts to refinance and finance campus facilities and student housing projects; staff said those financings would not impose fiscal obligations on the City.
At San Francisco International Airport, the committee approved a six‑month extension and $2.5 million increase to an escalator and moving‑walk maintenance contract to align a future RFP with the fiscal year. The committee also approved an amendment to the “Super Bay” hangar lease with American Airlines that reduces leased acreage to accommodate a new fire‑suppression infrastructure and increases annual base rent from the cited prior amount to about $6 million.
The committee approved two retroactive grant amendments related to the Civic Center Hotel navigation center and five master‑lease SROs providing supportive housing. Gigi Whitley of the Department of Homelessness and Supportive Housing described those as extensions to maintain navigation center operations and property‑management support while redevelopment and budget adjustments proceed; the Budget Legislative Analyst recommended modest downward amendments to the totals, and the department concurred.
Several items drew no public comment at committee. Most motions were made by Committee Chair Supervisor Malia Cohen and were forwarded to the full Board without objection.
The measures will be considered by the full Board of Supervisors at a subsequently scheduled meeting.
