Committee backs applications for one‑time homeless service grants and declares shelter crisis update

Imo Momo of the Department of Public Health asked the committee to authorize participation in a one‑time California Department of Health Care Services funding opportunity for ‘‘homeless mental health outreach and treatment.’’ Momo said the funding available to San Francisco is $3,000,000 over 18 months and that a Board resolution and letter of interest are required by Sept. 25.
Emily Cohen of the Department of Homelessness and Supportive Housing requested an updated shelter crisis declaration consistent with Senate Bill 850 language to allow the city to apply for Homeless Emergency Assistance Program funds; she estimated San Francisco’s allocation at approximately $27,700,000 in one‑time funding. Public commenters urged investment in permanent housing rather than short‑term programs; the presenters and committee framed both actions as steps to secure state funds for outreach, treatment and services. The committee approved both items and will forward them to the full Board with positive recommendations.
