Supervisors forward retroactive SFPD MOU with U.S. Capitol Police for reimbursement of supplemental posts

The Government Audit and Oversight Committee unanimously voted June 6 to forward to the full Board of Supervisors a resolution authorizing the San Francisco Police Department to retroactively enter a memorandum of understanding with the U.S. Capitol Police to provide supplemental law enforcement services for Jan. 1, 2024, through Dec. 31, 2024.
Carl Necida, principal legislative liaison for the San Francisco Police Department, told the committee the MOU permits SFPD to be reimbursed by the U.S. Capitol Police for fixed off‑duty posts the department staffs for Capitol facilities. Necida said the arrangement does not reduce SFPD’s regular on‑duty citywide services and that, aside from revised dates, the main substantive change from the MOU approved earlier in the year is the invoicing process requested by the U.S. Capitol Police.
“No reductions to our regular on‑duty citywide services will result from this agreement,” Necida said while explaining that the updated MOU reflects an agreed invoicing procedure.
There was no public comment on the item. Chair Preston moved to forward the resolution with a positive recommendation; Vice Chair Stephanie and Member Chan joined in the unanimous 3‑0 vote.
The committee record shows the item will appear before the full Board of Supervisors on June 18, 2024, unless otherwise stated.
