Sheriff details overtime reduction, electronic monitoring expansion and opens internal probe after ICE entry to jails

Sheriff Hennessy and CFO Crispin Hollings told the Budget & Finance Committee the Sheriff's Office has focused on hiring to reduce mandatory overtime in custody operations, is expanding electronic monitoring and pretrial programs, and is professionalizing policy management with a Lexipol contract.
Hollings said the department requested limited additional FTE (chief information officer and two civilian IT positions) and included roughly $5,000,000 over base budget largely for salary and fringe to support pilot programs such as station transfers and emergency-room coverage intended to get more deputies back on the street. He noted roughly 30 vehicles identified for replacement.
Hennessy described efforts to reduce overtime (from roughly 17,000 pay-period hours earlier this year to about 14,000 now) and credited recent recruit classes for expected further reductions. He said the department operates four county jails, manages custody and field operations and is expanding electronic-monitoring capacity.
On immigration enforcement, Hennessy said two ICE agents entered County jails (425 Seventh Street and County Jail 4) after signing in but without signed warrants; the sheriff said the department immediately launched an internal investigation, reiterated that administrative immigration enforcement is limited under city policy, and is issuing clearer sign-in procedures and shift bulletins to staff to prevent recurrence.
The committee took no formal budget vote on the sheriff's presentation and moved to adjourn after filing the hearing.
