Supervisor Jane Kim proposed appropriating $2.5 million of unspent general-fund balances to the Department of Public Works to expand manual street-cleaning crews and buy advanced sweepers in a pilot enhancement. Moses Corette, representing Supervisor Kim, said the money comes from an identified six-month surplus and would increase manual cleaning capacity, create union jobs and buy HEPA-equipped sweepers.
Supervisor Kim and several neighborhood and business speakers urged immediate action, citing public-health concerns including needles, human waste and rising 311 service requests. Multiple community benefit districts, senior centers and nonprofit youth groups testified in support of the supplemental and described local cleanup data and impacts on pedestrians and children.
Chair Cohen and other supervisors emphasized the board—s new priority-hearing process and suggested letting the Budget Legislative Analyst and DPW refine priorities and exact allocations through the budget calendar. Supervisors discussed a motions to continue the item to the call of the chair or for one week to allow DPW and BLA input. Several supervisors argued that the crisis required quick deployment of unspent funds rather than waiting until the next fiscal year.
At the end of the meeting clerks recorded an action to continue the item (committee discussion and a continuance motion were prominent in the record); supervisors agreed to further review with the BLA and DPW and to consider the supplemental in near-term committee business.
