Budget committee backs $511,017 ABAG grant to expand multifamily energy retrofits

The San Francisco Budget and Finance Committee voted to forward a resolution authorizing the Department of the Environment to accept and expend $511,017 in grant funds from the Association of Bay Area Governments (ABAG) to continue energy-efficiency upgrades for multifamily buildings through the Bay Area Regional Energy Network (BayRen).
Supervisor Yee, the item’s sponsor, said the funding continues a series of grants administered through BayRen that the city has participated in since 2013. Peter Galata of the Department of the Environment told the committee the program has assessed 22,500 units in more than 300 multifamily buildings, completed retrofits in over 7,000 units and currently has about 1,200 units in construction for retrofits. He said the grant will help the department provide free energy consulting, financing and rebates, and the technical assistance owners need to prioritize and qualify for upgrades.
Chair Malia Cohen called the measure “pretty straightforward.” Committee member Supervisor Sandy Feuer moved to recommend the resolution to the full Board with a positive recommendation; members accepted a technical amendment to the text correcting a prior resolution number and forwarded the item to the full Board without objection.
The department said the grant will be implemented using existing staff over the one‑year life of the award.
The committee record shows the resolution includes a technical correction to a prior enactment number (changed in the ordinance text from 161248 to 25‑17) and affirms the Department of the Environment’s role in delivering BayRen services to market‑rate, affordable and single‑room‑occupancy properties.
