Committee approves technical fix to five-month Allied Universal stop-gap extension

The Board of Supervisors Budget and Finance Committee on Feb. 1 approved a technical amendment and a positive recommendation to the full board for a five-month extension of the Human Services Agency’s contract with Allied Universal.
HSA officials said the extension fills a gap while the agency splits and issues a new RFP for security services. "The contract expired for security services on 01/31/2018," HSA presenter Vladimir Rudakov said, and the extension would push the contract’s term to June 30, 2018 to allow procurement to finish.
Rudakov told the committee the contract provides unarmed security at 26 HSA and Homelessness and Supportive Housing sites including main buildings, program sites and shelters. He said the agency requested an additional $2,524,459 plus contingency to bring the not-to-exceed total to roughly $26,062,288.
Campbell of the Budget Analyst’s Office recommended a technical correction to the resolution. The analyst noted the staff materials misstated an increase of $3,500,000 and that the correct figure is $3,200,000, a change the committee adopted. "We recommend amending the resolution to give the correct information and otherwise recommend approval," Campbell said.
Supervisor Stephanie moved the change to align the resolution with the analyst’s correction; the committee took the motion without objection and sent the amended item to the full board with a positive recommendation.
The item will return to the Board of Supervisors for final approval; committee action was limited to the amendment and recommendation, not final contract execution.
