Committee backs $2.5M engineering amendment for West Side recycled-water project

The Budget & Finance Committee voted Dec. 12 to forward to the full Board a resolution approving Amendment No. 2 to contract CS‑109, increasing the contract by $2.5 million to continue engineering services for the SFPUC’s West Side recycled water project.
Barbara Palacios, project manager for the West Side recycled water project, described the scope: a treatment facility at the Oceanside plant, roughly 7.7 miles of distribution pipeline largely within city streets, a new reservoir and pump station in Golden Gate Park and irrigation upgrades for Golden Gate Park lakes, Lincoln Park Golf Course and Presidio properties. The system is expected to produce, on average, about 1.6 million gallons per day of high‑quality recycled water for irrigation and other nonpotable uses.
Palacios said the amendment adds engineering support for bidding and construction, regulatory permitting support and preparation of operations plans and standard operating procedures. The amendment was approved by the SFPUC in November 2017; the committee accepted the BLA recommendation and moved the item to the full Board with a positive recommendation.
Next steps: the full Board will consider the amendment; project delivery will proceed through design, permitting, bidding and construction phases if approved.
