Committee approves SFO baggage‑system modification and ATM leases; Fiji Airways added to airline lease, Air India continued after union objection

Kathy Widener of the San Francisco International Airport requested Modification No. 10 to a Cage International contract providing construction management for international terminal checked baggage inspection and baggage handling modernization. The modification increases the contract by $750,000 (to $10.7 million) and asked for advance approval for future amendments up to a $14.5 million not‑to‑exceed total; the Budget Analyst Office recommended approval of the $750,000 increase and sought retroactive approval to 9/30/2017. The committee accepted the BLA amendment and passed the motion as amended in a roll‑call vote (Supervisor Tang: aye; Supervisor Ronan: no; Chair Cohen: aye).
The committee also recommended approval of a five‑year lease for 12 ATMs in the domestic terminals and rental car facility with Wells Fargo as the sole bidder and a minimum annual guarantee of $475,000 for year one; the BLA recommended approval and the committee moved the item forward with a positive recommendation.
On airline lease additions, airport staff asked to add Fiji Airways and Air India to the 2011 lease and use agreement. The Budget Analyst Office recommended approval of adding both carriers to the agreement through June 30, 2021. A representative of Unite Here Local 2 urged the committee to continue the Air India item, alleging the airline enforces gendered weight standards for flight attendants and has disciplined employees based on BMI; the union asked Air India to appear and state it would abandon such practices. Airport staff said an FAA‑certified airline may operate under a permit if not made a signatory, but would pay higher landing fees and a larger security deposit. Supervisors agreed to move the Fiji Airways addition forward with a positive recommendation and to continue the Air India addition to the chair for response from the carrier.
