Committee forwards leases, banner waivers, a kiosk extension and a Twin Peaks grant to the full Board
Summary
In a package of largely noncontroversial items, the committee recommended forwarding a lease at SFO, banner-fee waivers for two community campaigns, a 90‑day extension for the public-toilet/kiosk contract, and acceptance/expansion of a Habitat Conservation Fund grant for Twin Peaks trail work.
The Budget and Finance Committee handled several routine items and recommended them to the full Board.
Lease at SFO (Item 3): Cathy Weidner, representing San Francisco International Airport, presented a lease with Alliance Ground International LLC for approximately 40,778 square feet of exterior ramp/cargo space at SFO. The budget analyst corrected the estimated rent to $3,800,000 over the 3‑year, 7‑month term (originally listed as $4,200,000), noted the lease is not competitively bid under airport lease rules, and recommended approval. Supervisor Tang moved to adopt the budget analyst amendments and forward the item with a positive recommendation.
Banner-fee waivers (Items 4 and 5): The committee approved forwarding an ordinance to waive fees for up to 300 banners for the city’s 'Shop and Dine in the '49' campaign and a separate waiver to allow up to six banners for APA Family Support Services to promote a Sunnydale food pantry (1625 Sunnydale Ave) with no public comment.
Public toilets and kiosks (Item 10): Julia Dawson of Public Works requested an extension of the automatic public toilet/public service kiosk contract while regulatory (CEQA, historic, Art Commission) reviews and negotiations continue. The committee amended the requested 60‑day extension to 90 days and continued the item to the Oct. 19 meeting to allow the department to complete reviews and finalize contract changes.
Twin Peaks grant (Item 13): Toni Moran of Recreation & Park described a retroactive acceptance and expansion of a Habitat Conservation Fund grant (~$121,000) for Twin Peaks trail improvements, plus actions to record and annul deed restrictions as needed because actual work shifted parcels. The state required an extended performance period, adding five years of maintenance responsibility through 2036; the committee recommended forwarding the item with a positive recommendation.
All of these items were advanced to the full Board with positive committee recommendations and will appear on upcoming Board agendas.
