Supervisor Tang questioned the 2015 RFP process after the BLA flagged issues in the original solicitation that led Public Works to reject non‑comparable bids and reissue the RFP.
Julia Dawson of Public Works explained that the 2015 RFP yielded three non‑comparable proposals, so the department reissued the RFP and clarified terms; she said regulatory reviews (including building and historic-area reviews) and design refinements remain ongoing and the newer agreement terms will be more favorable to the city than the 1990s agreement.
The Budget Legislative Analyst reported the city would receive about $195,000 in revenues over a 90‑day extension and more for a 120‑day extension, though that estimate does not account for differences under a newly negotiated contract. Supervisor Yee moved to amend the extension from 90 to 120 days and return the item to committee on Oct. 26; the motion was taken without objection.
