Committee forwards DPH resolution to accept UC funds for STAY study expanding PrEP access

The Budget and Finance Committee on Sept. 12 heard a presentation from the Department of Public Health on the STAY study, a demonstration project aimed at increasing access to HIV pre‑exposure prophylaxis (PrEP) for transgender and gender‑nonconforming people. The committee moved the accompanying resolution, which would retroactively authorize acceptance of approximately $145,000 from the Regents of the University of California for the period April 1, 2016, through March 31, 2018, to the full Board with a positive recommendation.
Julie Jane, a Department of Public Health representative, said the STAY study operates across four clinics, including two DPH sites — Tom Waddell and Castro Mission — plus API Wellness and Tri‑City in Fremont, and is part of San Francisco’s Getting to Zero initiative. "The STAY study is a demonstration project ... with the aim to increase pre exposure prophylaxis access to transgender and gender non conforming communities," she said, adding the clinics were chosen for their established transgender care programs.
Chair Supervisor Malia Cohen and Supervisor Norman Yee asked follow‑up questions about clinic selection and whether the program is limited to transgender and gender‑nonconforming people; Jane confirmed the study currently focuses on those communities. The clerk reported there were no public commenters on the item. Supervisor Yee moved the item out of committee with a positive recommendation to the full Board; the motion passed without objection.
The resolution is sponsored by Supervisor Sheehy. The presentation materials and the resolution will proceed to the Board of Supervisors for full consideration.
