Committee forwards multiple OCA contracts, continues biosolids amendment and advances lease, housing and juvenile items
Summary

At its June 16 meeting the Government Audit & Oversight Committee considered a multi‑item procurement package from the Office of Contract Administration and several related items, forwarding most to the full Board with positive recommendation while continuing one substantive amendment for additional review.
OCA Director Sala Giacarella presented the biosolids management contract (awarded to LISTech International Limited through a March solicitation), noting the contract converts Class B biosolids into Class A fertilizer and manages subsequent reuse. Projected processing under the new contract is estimated at roughly 218,000 wet tons over the full term, and OCA proposed an initial five‑year term with options to extend to seven years. Giacarella said higher processing and transport costs and a state law change (referenced in the packet) drove higher pricing versus the prior contract.
The Budget and Legislative Analyst reported the unit price for biosolids rose about 55% (from about $72 per unit to $112 per unit) and noted the resolution’s not‑to‑exceed figures contained a typographical error; the deputy city attorney advised that correcting the typo would be a substantive amendment. The committee therefore voted to amend item 3 (the biosolids contract) but continue that amended item to the GAO meeting on July 7 for further consideration.
Other OCA items — four chemical contracts to supply treatment chemicals for SFPUC wastewater and water operations, and an amendment to a hardware supplies catalog contract to increase its NTE to $11.5 million — were forwarded to the full Board with positive recommendation. The committee also considered and advanced:
- A Resolution approving and amending a lease for Police Department offices at 750–752 Vallejo Street (expanding premises, adjusting rent and extending term). - Inducement resolutions for three affordable housing projects (730 Stanyan; Sunnydale Hope OPSF Block 3A; Balboa Reservoir Building E) that seek CDLAC allocations; the items were forwarded with recommendation. - A retroactive grant acceptance request for the Juvenile Probation Department to accept $152,571 from the state for mobile classroom and family‑visit furnishings tied to DJJ realignment; the committee forwarded that item to the full Board.
Sala Giacarella said the Recology/Refuse contract amendment (Item 16) includes substantive changes to decouple rates from anticipated uniform commercial rate setting this year and to apply CPI adjustments during the extension; because those were substantive changes the committee adopted amendments and continued the item to the next GAO meeting to allow staff to finalize revised terms.
