The Budget & Finance Committee on June 22 approved the staffing proposal brought by San Francisco Police Department Chief Bill Scott and accepted a city‑budget technical adjustment to repurpose $800,000 for reform implementation work.
Chief Scott told the committee the department has accelerated work on Department of Justice reform recommendations and needs a short‑term staffing structure and outside subject‑matter consultants to complete strategic planning and data analyses. He said the department is holding several captain vacancies and has pursued civilianization where feasible.
Supervisor Katie Tang moved to approve the positions Chief Scott proposed; Supervisor Yi seconded. The roll call produced four ayes (Yi, Tang, Sheehy, Cohen) and one no (Peskin). The motion passed 4–1. The committee separately accepted a technical adjustment of $800,000 to stay within the adopted budget and fund a strategic assessment, community survey and a request‑for‑qualifications to establish a consultant pool.
Supervisor Peskin pressed the chief on long‑term head counts and urged future review once reform milestones are reached; Chief Scott and Police Commission President Thurman said the department will revisit structure and civilianization as reform outcomes are documented. Committee minutes show the department reported it had moved dozens of reform items toward submission to the DOJ and that the requested funds are transfers within the department, not new expenditures.
The committee directed staff to forward the staffing recommendations and the technical adjustment to the full Board of Supervisors for final action. The measure’s passage in committee does not immediately change salary schedules until the Board approves implementing ordinances and payroll adjustments.
