Committee backs resolution to support proposed Excelsior community benefit district

The Government Audit and Oversight Committee advanced a resolution authorizing the mayor to sign petitions in favor of forming an "Associate Community Benefit District" covering certain parcels in the Excelsior. The resolution would allow the city to cast a ballot supporting formation and demonstrate the city—s commitment to the district.
Bill Barnes, chief of staff in Supervisor Safaie—s office, described the district and said the city owns three parcels that would be included (the Excelsior Library, a 4400‑block commercial property and a former DPH site slated for a clinic and arts use) and that the estimated annual cost to the city across the three properties would be roughly $7,000. City staff (Chris Korgus) said city, state and federal properties are treated like other properties for petition and assessment procedures and that any special assessment bills would be routed through the real estate division and appropriate departments for payment.
No public speakers signed up for Item 2. Supervisor Rafael Mandelmann moved the item and the committee voted to recommend the resolution to the full Board; the clerk recorded that the motion passed without objection.
Next steps: the ordinance and resolution will be forwarded to the full Board for consideration.
