Lee said the budget increases investments to address behavioral health and opioid abuse on the streets, will open a navigation center led by the Department of Public Health offering services and showers, and creates more conservatorship beds for those with severe mental illness. He announced $6 million allocated over two years to identify and create a new navigation center site and said the city will increase navigation center beds and supportive housing exits. The mayor also framed the budget as a response to federal proposals to cut housing and safety‑net programs and pledged to backfill state and federal funding losses for programs serving elderly and disabled San Franciscans.
As part of the special order the city celebrated the pre‑opening of the Central Waterfront Navigation Center (64 beds) and acknowledged nonprofit partners Episcopal Community Services and Providence Foundation as operators. The mayor and nonprofit leaders emphasized the site's services, rotation into permanent housing and partnership with neighborhood stakeholders.
