Eastcut CBD tells supervisors it met most benchmarks despite Salesforce Park closure

The Government Audit and Oversight Committee received and recommended the Eastcut Community Benefit District’s fiscal year 2018–19 annual report to the Board of Supervisors on Jan. 7 after OEWD and the district’s executive director described performance and an infrastructure-related shortfall.
OEWD staff said the Eastcut CBD met three of four budget and management-plan benchmarks. Benchmark 3 was not met because Salesforce Park was closed for about nine months after cracked structural beams were discovered; the Eastcut CBD paid roughly 80% of the park’s expenses during the period, and the closure reduced actual spending in that service area, pushing some program percentages out of alignment with the management plan.
Andrew Robinson, executive director of the Eastcut CBD, outlined the district’s 24/7 clean-and-safe services, park stewardship (including Emerald Park and the larger Salesforce Park partnership), the breaking of ground on Guy Place Mini Park, and programming such as Sunday Streets and vacant-retail activations. Robinson also noted the district’s role connecting residents to services and its involvement in planning for future parks on the former temporary Transbay terminal site.
The committee recorded no public comment on Item 4 and unanimously recommended the report to the Board. OEWD said it expects the CBD to meet the missed benchmark once Salesforce Park reopens and normal operations resume.
