Mayor’s housing office outlines pipeline, DAHLIA portal and funding outlook; supervisors file the hearing

Officials from the Mayor’s Office of Housing and Community Development (MOHCD) briefed the Budget & Finance Committee on the department’s mid-cycle accomplishments and the FY17–18 outlook.
MOHCD highlighted completed and ongoing projects including Rental Assistance Demonstration (RAD) phase work, the rehousing of Hunters View residents as part of Hope SF, the short-form DAHLIA application portal intended to simplify marketing and lotteries, and multiple small-sites acquisitions. Deputy director Benjamin McCloskey and housing staff noted the pipeline includes RAD units, Hope SF phases at Hunters View and Alice Griffith, Mission-area developments moving toward construction, and predevelopment work on Treasure Island.
MOHCD explained that some one-time revenues (RAD loan repayments and land sales tied to Hunters View) create a baseline variance between fiscal years; the city’s housing trust fund also grows per charter and is used for multifamily development, down payment assistance and housing stabilization. MOHCD said the first GO bond issuance occurred in November 2016 and the second issuance is likely in 2018.
During public comment some residents and community advocates urged stronger attention to displacement and neighborhood effects. The committee filed the hearing.
