The Government Audits & Oversight Committee on Sept. 30 heard a civil grand jury report urging tighter alignment between the Office of Economic & Workforce Development (OEWD) and City College of San Francisco (CCSF) to help more OEWD participants complete certificate programs that lead to higher wages.
Dr. Janet (civil grand jury presenter) said the jury found an association between certificate completion and higher post-training wages and recommended several steps: prioritize certificate completion, adjust scheduling to enable OEWD participants to enroll (including more short-term summer programs), add wraparound services (case management, childcare, transportation), improve accuracy of program listings and costs, and include the workforce-development dean on City College's curriculum committee to align curriculum with labor market needs.
Joshua Arce, OEWD director of workforce development, and CCSF representatives (Associate Dean John Halpin and Vice Chancellor Kristen Charles) described ongoing coordination. Arce noted long-term programs such as CityBuild and TechSF and said OEWD convenes an alignment committee; Halpin said CCSF is piloting short-term trainings and improving outreach through existing MOUs with 12 city departments. Both agencies acknowledged data-sharing and priority-registration challenges for OEWD participants but said they are exploring better referral tracking and had funding for an outreach specialist through CCSF's Strong Workforce grant.
Chair Preston moved the Board response amendments as read; the committee voted unanimously to forward the resolution to the Board for consideration. The committee asked departments to provide clearer data on enrollment barriers and to follow up on recommendations marked "requires further analysis."
