Committee backs one-year extension of interns-and-residents MOU; UCSF to fund patient-care account

The Government Audits & Oversight Committee voted unanimously to recommend a one-year extension of the Memorandum of Understanding with the Committee of Interns and Residents; the University of California, San Francisco will provide $183,319 to the interns’ patient care fund for FY21–22.
The Government Audits & Oversight Committee on Sept. 30 recommended that the full Board of Supervisors approve an ordinance extending the city’s memorandum of understanding with the Committee of Interns and Residents (SEIU) by one year.
Jonathan Wright, employee relations manager in the Department of Human Resources, told the committee the amendment would extend the agreement through June 30, 2022, update the patient-care fund provision and remove obsolete language tied to payroll and agency-shop arrangements after Janus v. AFSCME. Wright said the University of California, San Francisco will contribute $183,319 for the patient-care fund for the coming fiscal year and that San Francisco General will not provide funding this year.
“This special fund provides interns and residents additional resources for needed medical equipment, patient materials or educational supplies,” Wright said during the committee presentation.
Chair Supervisor Dean Preston said the committee was "very receptive to anything that provides additional support for our frontline health care workers," and moved the ordinance to the full board. Clerk John Carroll called the roll; Vice Chair Connie Chan, Member Rafael Mandelman and Chair Preston each voted aye. The clerk recorded three ayes and the committee’s recommendation was forwarded to the Board of Supervisors.
The ordinance will proceed to the Board of Supervisors for final consideration.
