Clerk of the Board presents proposed FY2017–19 budget adjustments; committee forwards proposal to Mayor and Controller

Angela Calvillo, Clerk of the Board, presented the proposed departmental budgets and plan changes for fiscal years 2017–18 and 2018–19. The proposal included reclassification of positions (including a project manager to manager level and two DHR‑initiated changes), a requested 2.25% COLA for the Budget and Legislative Analyst contract (adding approximately $49,000), an appropriation of $144,000 for LAFCO for FY 2017–18 and a $33,000 increase to the board’s legislative account to cover expanded uses (ergonomic furniture, travel, training, parking and membership dues).
Calvillo said the combined adjustments would add about $365,000 to expenditures and, after revenue shortfalls (notably with the Assessment Appeals Board), increase general fund support by roughly $484,000 across the two budget years. She also described a legislative management system funding request of $390,000 to modernize systems and reduce staff time spent on manual work.
Supervisors asked for additional detail on position classification and the constituent services system; Calvillo said she will continue to work with supervisors and staff. Jason Fried of LAFCO described continuing work to support CleanPowerSF implementation and other LAFCO tasks. The committee voted to submit the proposed budget to the Mayor and Controller for their review and to file the hearing; the motion passed without objection.
