Committee advances $93 million in tech contract increases to full Board

The Budget & Finance Committee on Thursday approved amendments increasing spending caps on a set of city technology marketplace contracts and advanced a separate Avaya equipment and services contract amendment to the full Board.
Jackie Fong, City Purchaser and Director of the Office of Contract Administration, said the technology marketplace comprises 33 prequalified IT contracts used by departments for requisitions and professional services. Fong asked the committee to raise caps across multiple contracts — Computerland of Silicon Valley, Endpoint Technology sales (OnPoint), the Extech joint venture and InterVision Systems Technologies — to accommodate anticipated work, including airport capital improvements and citywide financial system modernization.
The committee heard from Budget Analyst Sarah Campbell, who said departments have spent about $135 million against these contracts over the prior 26 months and that expected expenditures tied to the resolution would be roughly $124 million over the next 22 months. The BLA recommended approval and suggested ensuring contract end dates to preserve future competition.
Supervisors accepted BLA amendments and moved the items forward: items 1 through 4 were advanced to the full Board with a positive recommendation; item 5 (Avaya) was amended to set an end date of September 2018 and also advanced with positive recommendation.
The Office of Contract Administration and the Budget Analyst emphasized that these are contract caps (not direct appropriations): actual spending remains subject to Board-approved department budgets. The committee also asked staff to provide details on bidding and use of the marketplace and confirmed the city intends to rebid certain contracts after the fall of 2018.
Next steps: the increases and amendments will go to the full Board of Supervisors; OCA will return with any further details requested by supervisors during that hearing.
