Supervisor Marr asks budget analyst to audit San Francisco Ethics Commission

Supervisor Gordon Marr on Thursday asked the Budget and Legislative Analyst to conduct a performance audit of the San Francisco Ethics Commission, saying the agency’s work must be timely and effective in enforcing campaign-finance, lobbying and conflict-of-interest rules.
“Is the oversight being performed in a timely manner? Is this oversight being performed effectively?” Marr asked during the Government Audit and Oversight Committee meeting Jan. 16. He noted the commission was created by “proposition k in November of 19 93” and that the last board analyst audit was completed in 2012.
Marr said voter-approved and board-approved changes since 2012 — including new lobbying restrictions and a new financial-disclosure system — make a new audit appropriate to assess whether the commission has the resources and practices needed to enforce the laws effectively.
Marr thanked the Budget and Legislative Analyst in advance and “Supervisor Yee for introducing this request.” There was no public comment on the item, and the committee recommended the audit to the full Board of Supervisors without objection.
The motion directs the Budget and Legislative Analyst to complete the performance audit in fiscal year 2019–20; the committee did not record a roll-call vote in the public transcript. The audit’s scope, timeline and reporting schedule will be set by the analyst’s office once the Board accepts the recommendation.
