GAO committee reenacts and amends emergency public-health leave for large employers

The Government Audit and Oversight Committee on Feb. 4 considered the reenactment of an emergency ordinance requiring private employers with 500 or more employees to provide public-health emergency leave during the COVID-19 public-health emergency.
Sponsor Supervisor Matt Dorsey (referred to in the transcript as Supervisor Marr) described the local policy as filling gaps left by federal Families First Coronavirus Relief Act exemptions for large employers and asked the committee to maintain the law for an additional 60 days. The ordinance, as read by the clerk, would require large private employers to offer paid leave for workers impacted by COVID-19.
The committee initially acted to recommend the reenactment as a committee report. Later in the meeting Chair Dean Preston moved to rescind the committee—s earlier recommendation so the sponsor could offer amendments. Supervisor Marr presented a set of non-substantive changes approved by legislative review: remove the provision that made expanded public-health emergency leave available when employees were not scheduled to work (bringing the ordinance in line with other labor laws), and add an exemption for social-enterprise nonprofits while retaining coverage for health-care-provider nonprofits. The committee voted to adopt the amendments and then voted to forward the item as amended to the full Board for consideration.
Motions and votes recorded in committee show unanimous support at each step. The clerk indicated the item, as amended, will be forwarded as a committee report to the Board.
