GAO Committee pauses SRO-protections ordinance until Feb. 18 as negotiations continue

The Government Audit and Oversight Committee on Feb. 4 voted unanimously to continue an ordinance that would amend the Administrative Code to establish COVID-19 protections for residents of single-room occupancy (SRO) hotels.
The ordinance, read into the record by the committee clerk, would make it city policy to place SRO residents who meet County Health Officer isolation or quarantine criteria into solitary hotel rooms, require the Department of Public Health to post notices in common areas and notify operators when an SRO resident tests positive, and establish a hotline and daily aggregate reporting on incidence, quarantine-room access and SRO deaths tied to COVID-19.
Supervisor Aaron Peskin, who has led prior work on the measure, asked the committee to continue the item to the Feb. 18 GAO meeting so that ongoing negotiations between SRO collaboratives, his office and the Department of Public Health can conclude. With no callers on the public-comment line, Vice Chair Connie Chan moved to continue the item and the committee recorded an aye from Chan, Supervisor Rafael Mandelmann and Chair Dean Preston.
The continuance means the ordinance will return to the GAO committee for further consideration on Feb. 18; any materials or presentations requested by the sponsor will be scheduled for that session. The clerk noted items acted on by committee will appear on the Board of Supervisors agenda of Feb. 23 unless otherwise stated.
Next steps: the item is scheduled to return to the GAO meeting on Feb. 18 for additional negotiation updates and potential action.
