Committee advances a package of financing, grant and leasing items to the full Board
Summary
The Budget & Finance Committee recommended positive referrals for a set of largely noncontroversial items including a PG&E interconnection for a school solar project, library grant acceptance, a Job Apps contract amendment, TEFRA approvals for Jewish Home and Presidio Knoll School, and OCII housing financing for Transbay Block 8 and Alice Griffith Phase 4.
Several consent and financing items received positive committee recommendations on Oct. 26 and will be considered by the full Board of Supervisors.
Key items advanced include:
- Item 2: Authorization for the SFPUC general manager to execute a customer generation (interconnection) agreement with Pacific Gas and Electric Company for a 133 kW solar system at Willie Brown Middle School (presented by Laurie Mitchell).
- Item 3: Retroactive acceptance of approximately $763,355 in in‑kind gifts, services and cash from Friends of the San Francisco Public Library to support library programming (presented by City Librarian Luis Herrera).
- Item 4: Controller's proposed tenth amendment to the Job Apps software agreement, extending the contract by two years and adding $612,350 for maintenance, support, upgrades and disaster recovery (presented by Deputy Controller Todd Reitstrom).
- Item 5: A resolution authorizing the director of health to enter into an agreement with the state for possible participation in the Whole Person Care pilot under the Medicaid 1115 waiver; DPH noted the item authorizes negotiation only and any award would return to the Board for appropriation (presented by Greg Wagner).
- Item 8 and 9: TEFRA approvals to permit tax-exempt conduit financings for Jewish Home of San Francisco (up to $150 million) and Presidio Knoll School (up to $30 million).
- Items 10 and 11: OCII requests related to Transbay Block 8 (a 75‑year air rights lease at 250 Fremont for 80 affordable units and associated conduit financings) and the related multifamily housing revenue note.
- Item 12: Bond inducement for Alice Griffith Phase 4 to allow application to the California Debt Limit Allocation Committee for residential mortgage revenue bonds in an amount not to exceed $16 million.
All items were moved forward by committee motions and recorded as taken without objection; where required the budget analyst provided fiscal detail and recommended approval.
