Committee receives annual reports from Civic Center and Mid Market community benefit districts

The Government Audit and Oversight Committee on Jan. 7 received and recommended to the full Board annual reports for the Civic Center Community Benefit District (fiscal year 2018–19) and the Mid Market/Central Market Community Benefit District (calendar year 2018).
Chris Korgas of the Office of Economic and Workforce Development summarized OEWD’s review process and said both CBDs met the OEWD benchmarks required by the 1994 Property and Business Improvement District law and local Article 15 of the Business and Tax Regulations Code. For the Civic Center CBD, OEWD reported the district met budget and reporting benchmarks and substantially relied on non-assessment revenue in that year.
Tracy Everwein, executive director for the Civic Center and Mid Market CBDs, described core services including clean teams, ambassadors, playground safety monitors, and activation programs. She said the Civic Center renewal campaign resulted in a weighted vote of 93.59% in favor of renewal. For Mid Market, Everwein and OEWD highlighted ongoing challenges such as open-air drug use, illegal vending that interferes with pedestrian flow, and significant needle-collection figures (29,000 needles reported in 2018).
Supervisors asked questions about surveillance-access logs from OEWD (including an entry listing an unusual agency) and about tracking storefront activity; OEWD staff said they would follow up with more details. There were no public callers for either item.
Chair Marr moved that both items be sent to the Board of Supervisors with positive recommendation; the committee voted unanimously (Peskin, Haney, Marr) to recommend both reports.
