Chair Gordon Marr introduced a resolution asking the Association of Bay Area Governments (ABAG) to focus regional housing needs allocation (RHNA) decisions on San Francisco’s unmet needs for housing affordable to low‑ and moderate‑income residents, to limit increases in above‑moderate allocations that could accelerate displacement, and to account for past above‑moderate overproduction when assigning new targets.
Marr said San Francisco has overbuilt above‑moderate market-rate housing relative to its regional share while underproducing housing affordable to lower‑income residents. The resolution asks ABAG to prioritize allocations to high‑opportunity jurisdictions for affordable housing, and to consider anti‑displacement measures for jurisdictions with concentrations of sensitive communities.
Public comment included supporters from affordable‑housing advocates and neighborhood organizations and opponents who warned the resolution could reduce market‑rate development that helps fund inclusionary and in‑lieu affordable units. After discussion the committee recommended the resolution to the full Board as a committee report (3–0).
