Committee advances ordinance to require prevailing wages for event loading and driving on city property

The San Francisco Board of Supervisors Budget & Finance Committee voted Sept. 21 to advance an ordinance amending the Administrative Code to require prevailing wages for workers who load or unload materials, goods or products for special events and for drivers of commercial vehicles performing that work on city property.
Andres Power, speaking on behalf of Supervisor Scott Wiener’s office, told the committee the measure targets “those folks who are behind the scenes making our great outdoor events” and would ensure people moving tables, chairs, stages and sound equipment “are paid a fair and living wage while they're doing that work.” He said the bill was amended by the committee at an earlier meeting and thanked the city administrator and several departments, including the Recreation and Park Department, MTA, the Port and OLSE for feedback on the proposal.
The committee's budget analyst (identified in the hearing as Mrs. Rose) reported she testified previously on the item and recommended approval “as a policy matter for the Board.” After a brief public comment period with no speakers, an unidentified committee member moved to forward the ordinance with a positive recommendation to the full Board; Supervisor Katie Tang seconded the motion and the committee advanced the item “without objection.”
The ordinance as introduced would extend prevailing-wage coverage to loading and unloading activities conducted under city permits on city property and to related driving of commercial vehicles. Advocates of prevailing-wage rules argue the change protects low-paid event laborers; supporters on the dais framed the measure as consistent with prior Board actions that require prevailing wages for work on city property.
The committee did not take a final vote to adopt the ordinance today; it voted only to send the item to the full Board for further consideration. The Board of Supervisors is scheduled to consider items forwarded from this committee at its Sept. 27 agenda, unless otherwise noted.
