Committee introduces workforce education fund for City College and continues ordinance to Sept. 3

Chair Gordon Marr introduced an ordinance to establish the Workforce Education and Recovery Fund, a new category-4 fund intended to provide strategic investments in City College of San Francisco for job training, career technical education, equity programs and student supports. The ordinance establishes administration and allowable uses but includes no funding; Marr said a separate budget proposal for a two-year pilot is being considered through the Board's budget process.
Marr argued City College is central to San Francisco's economic recovery, noting nearly 200,000 San Franciscans had lost jobs or experienced reduced hours since March and warning of further class cuts without increased funding. He said the fund would help sustain vocational programs and offer wraparound student supports, especially for low-income students and students of color. Co-sponsors included Supervisors Haney, Ronan, Safai, Preston and Walton and City College leaders listed in the record.
Chair Marr moved to continue the item to the next GAO meeting on Sept. 3 to allow the budget process to conclude and to consider potential amendments. With Vice Chair Peskin absent, the committee recorded ayes from Supervisors Haney and Marr and continued the item to Sept. 3.
