Committee advances Midtown Park rent-stabilization ordinance after tenant appeals

The Government Audit & Oversight Committee on Oct. 1 voted to duplicate and forward an amended ordinance that would impose rent increase limitations on dwelling units at Midtown Park Apartments, a city-owned residential development, and expand the rent board fee to cover those units.
Sponsor Supervisor Dean Preston asked the committee to move the amended ordinance to the full Board with a positive recommendation and to duplicate the legislative file so technical implementation fixes could be made without delaying relief. Preston said the amendments clarify that the Mayor27s Office of Community Development (MOCD) will have until no later than 02/01/2021 to implement the program.
Dozens of callers from Midtown Park and longtime neighborhood supporters spoke during the public comment period to urge passage. "I've been here approximately 50 years," said Mary Watkins, who identified herself as a Midtown Park resident, adding that tenants need rent control to protect elderly residents and families who were raised at the complex. Another resident, Arthur Raquel, thanked supervisors for cosponsoring the measure and asked colleagues to back it as well.
Chair Gordon Marr moved that the committee duplicate the file, accept Supervisor Preston27s amendments, and send the amended ordinance as a committee report to the full Board. The committee recorded three ayes (Vice Chair Aaron Peskin, Supervisor Matt Haney, Chair Marr). The committee separately approved a motion to continue the duplicated file to the call of the Chair.
If adopted by the full Board, the ordinance would add Midtown Park dwelling units to local rent-stabilization protections and adjust rent-board fee coverage. The duplicate-file approach means the committee expects to refine minor technical language during implementation work before final legislative adoption.
The matter is scheduled to appear on the Board of Supervisors agenda unless rescheduled; the committee recommended the item be put before the Board as a committee report.
