Dan Kaplan of the Human Services Agency said the city is operating three categories of hotel use: isolation and quarantine (I&Q) for people who are infected or under investigation, shelter‑in‑place (SIP) for vulnerable people experiencing homelessness or living in congregate settings, and first‑responder lodging.
